Um die Vorgehensweise der Länder in den 90er Jahren anschaulich zu machen, soll als erstes ein Einblick in die Beschäftigungspolitik der 80er Jahre beider Länder gegeben werden. Betrachtet guy nämlich dieses Jahrzehnt, fällt auf, dass die Niederlande in einer viel schwereren Krise steckten als Deutschland.
